such an act though hard to monitor needs to have at least some sort of legal basis for recourse. it's simply morally wrong and the government should do something about it, not just to punish the offender but aid the victim.

Rape is rape. A marriage certificate, a promise to stay together forever (in sickness and in health), wedding bands? All these amount to nothing when a woman is held to do something against her will. As the physically weaker gender, I believe a woman's refusal should be absolute. And absolutely respected as well.
